Resolution
Add WorkArounds=33554432 string to the data source in the registry using the registry editor or in the connection option "Extended Options" located under the Advanced tab of the data source.

Enabling this option prevents Microsoft Access from failing when SQLError / SQLGetDiagRec returns an extremely long error message.
