Error -5011 : 0x80040707 installing OpenEdge with the ESD license addendum file

Question/Problem Description
After having loaded a license addendum .htm file downloaded from the ESD download center the OpenEdge installation fails with:
"An Error (-5011 : 0x80040707) has occurred while running the setup".
Install fails with Error (-5011 : 0x80040707) when using the license addendum Control information downloaded from the ESD Download Center

Manually entering the required Serial Numbers and Control Codes from the license addendum for the required OpenEdge licenses installs without error.
Steps to Reproduce
Clarifying Information
Licence Addendum file has been downloaded from the Download Center Licence Tab with File -> Save As (or Save Page As) menu and changing the Save As Type to "Web Page, HTML only".

No other instances of setup.exe are running
Using Local Administrator account to run the install
Installer files are located on the local machine
Operating System is running with the latest Service Packs and Patches installed
Error MessageAn Error (-5011 : 0x80040707) has occurred while running the setup
Defect/Enhancement Number
InstallShield Error -5011 : 0x80040707 is caused by the license addendum file containing Serial Numbers and Control Codes for more than one OpenEdge installation platform.

Any combination of licenses for Windows 32bit, Windows 64bit, HP-UX Itanium 64bit, HP-UX PA-RISC 32bit, HP-UX PA-RISC 64bit, IBM AIX 32bit, IBM AIX 64bit, Solaris Sparc 32bit, Solaris Sparc 64bit, Linux 32bit and Linux 64bit are in the same license addendum file.
Edit the license addendum file with a text editor (for example UltraEdit) to keep only the Serial Numbers and Control Codes of the OpenEdge platform for which the addendum file is needed.

The cntlnum.htm extension of the license addendum file can be renamed to another file extension, for example .txt, and only the lines containing
'      Serial #:' are really needed by the OpenEdge installer in the license addendum file.
