Frame scoping issue after upgrading to 11.7.x

Question/Problem Description
After upgrading from 10.1C to 11.7 the following error is now thrown from the character Client:

"** Customer record has NO-LOCK status, update to field not allowed. (396)" 

This was not happening in 10.1C.

The error happens on HIDE FRAME during an update.

ON GO OF FRAME {&add-frame}
DO: 
   HIDE FRAME {&add-frame} NO-PAUSE.
END.

Has there been any Frame Scoping changes in OpenEdge 11 compared to version 10?
Steps to ReproduceSee attached ABL procedure for a reproducible.
Clarifying Information
Error Message"** Customer record has NO-LOCK status, update to field not allowed. (396)"

Cause
The exact cause is not known at this time.
Resolution
None at this time.
Workaround
Remove the HIDE FRAME statement
