Resolution
1) Add the following line to the end of the %DLC%\oeide\eclipse\eclipse.ini file:
-Dfile.encoding=UTF8

2) Make sure that the Workspace default file encoding in the General-> Workspace screen (under Windows -> preference menu) is set to default to UTF-8 encoding.
