There is no way to configure the Project Manager as it is.

Generally, the Project Manager is used for initial project setup and for mainly test purposes. Additionally, some functionalities might not work as expected in IISexpress.

It is recommended to you use IIS instead (Microsoft's built-in server), and setup the site locally. IIS should also be used for production hosting.
