Microsoft designed the .NET Framework so that multiple versions of the framework can be installed and used at the same time.  This means that there will be no conflict if multiple applications install different versions of the .NET framework on a single computer.

Go to the Microsoft site: https://www.microsoft.com/net/download/windows

Download the .NET Framework required.
Install the .NET Framework required.

Be aware (tested on 4/18/2019) that newer versions of the .Net installer may detect that a higher level version of .Net is already installed and prevent installation of an older version of .Net.
The only way to workaround this would be to remove newer versions of .Net, install the older version, then install the newer version.
