After changing the codepage and sort order of a database, users' permissions are revoked.

create user 'dba1','password'; 
create user 'javadev','password'; 
grant dba to 'dba1'; 

grant update, select on sequence pub."NextBinNum" to javadev; 
grant update, select on sequence pub."NextCustNum" to javadev; 
grant update, select on sequence pub."NextEmpNum" to javadev;

Start a server for the database using the following command
proserve sports2000 -S 9999 -cpinternal utf-8 -cpcoll ICU-fr -icucistr PRIMARY

sqlexp -db sports2000 -S 9999 -user javadev -pass password
select pub."NextBinNum".CURRVAL from pub."_Sequence" where pub."_Sequence"."_Seq-Num" = 1;

Note the below errors:

Defect/Enhancement Number
Cause

This appears to be a bug in 10.x, however it was fixed in 11.1.
 
Resolution

Upgrade to OpenEdge Release 11.1.
 
Workaround

If unable to upgrade, revoke the user's permissions and regrant them after changing the collation and this fixes the problem.
