Question/Problem Description
Why does the java process that belongs to Openedge Management use a lot of cpu?
OEM java process is using 60-80 percent of CPU resources.

This is expected behavior. The Orient DB used for resource polling is CPU intensive.
Upgrade to 11.6.3 where a new version of the Orient DB uses much less CPU.
Disable Polling in OEM.
