Application cannot start.  AdminService fails, no databases will start, cannot run proenv.

Cause
The server hosting the application was running low on disk space.  I.T. staff moved the OpenEdge installation folder to a new drive.  This left files that were "in use" in the original installation folder but moved everything else to the new location.  Consequently, the installation stopped working.
Resolution
Move the files back to the original installation folder
