Yes, OpenEdge support Java8 Runtime on ALL OpenEdge Supported platforms for OpenEdge 11.6, for all components except the Progress Developer Studio for OpenEdge.
PDSOE 11.6 still uses the Eclipse 4.3.1 framework, which has not been tested with Java versions higher than 1.7.x.
