-ulayout 3 corrupts extended characters

When using -ulayout 3 with the UTF-8 client and multi byte extended characters with string attributes, -ulayout with a value of 3 can corrupt the extended character.  

For example if the following code is run with -ulayout 2:

DEFINE VARIABLE cIdeograph AS CHARACTER NO-UNDO.

// U+6C49 Chinese Ideograph 
// 0xE6B189
ASSIGN
    cIdeograph = CHR(15118729).                         

MESSAGE 'Ideograph' SKIP
    '--------------' SKIP
    'Character length:' LENGTH(cIdeograph, "CHARACTER") SKIP 
    'Byte length:' LENGTH(cIdeograph, "RAW") SKIP 
    'Column length:' LENGTH(cIdeograph, "COLUMN") SKIP 
    'Character:' cIdeograph SKIP(1)   
    " t1" "汉":T1 SKIP /* T1 shows nothing because one byte of a multi byte character is corruption */     
    " t2" "汉":T2 SKIP 
    " t3" "汉":T3 SKIP

The result is:

Why is the 't3' variable blank?

Cause
The exact cause is not known at this time but it looks to be related to the text segment for variable t1 that doesn't display a value.  Remove the display of t1 from the code and the t3 value is displayed correctly.  
Resolution
None at this time.
 
Workaround
Use another value of -ulayout, for example 4.
