Question/Problem Description
Sitefinity on version 10 and trying to go to version 13 using Sitefinity CLI, but an issue appear.

Clarifying Information
Error MessageError occured while upgrading Telerik.Sitefinity.All. The error was: Exception when calling "Apply" with the arguments "1": "No element of the source document matches '/configuration/system.web.webPages.razor'"
No element of the source document matches '/configuration/system.web.webPages.razor' Check the C:\pathToCLI\PowerShell\upgrade.log for more details

Resolution
Check the web.config file and make sure the <system.web.webPages.razor> looks like the following and it is in the correct location (directly under the <configuration> tag):

</system.web.webPages.razor>

Also, make sure that the System.Web.Mvc assembly is the correct version and there is no binding redirect in the web.config that would force a different version. The correct version can be determined from the _EmptyProject/bin folder.
